JOB SCOPE
The Head of Operations will collaborate with other members of senior management to formulate strategies, ensure regulatory compliance, and oversee the implementation of the business strategy. Responsibilities of the Head of Operations include designing policies and overseeing customer service. The incumbent should be a responsible leader with analytical and strategic thinking skills and possess a broad knowledge of the business. Acting as a liaison between other offices and stakeholders, the incumbent ensures compliance with all regulatory frameworks within which the NTB operates. Ultimately, the incumbent should ensure smooth operations and high productivity among the team. This position reports directly to the Chief Executive Officer.
Main responsibilities & performance areas
- Oversees the development, implementation, and improvement of operations plans, policies, and strategies to meet company goals, ensure compliance, manage departments, and promote company growth.
- Coordinates customer service, managing contracts, evaluating risks, overseeing budgets, implementing technology solutions, and responding to tourism development priorities in Namibia.
- Acts as an ex-officio member of Sub-Board committees, executing directives of the CEO, facilitating communication between senior management and employees, and keeping the Board informed through regular reports on major operational issues and relevant trends affecting NTB operations.
- Responsible for the financial performance, sustainability, profitability, and continuous improvement of the NTB, as well as maximizing returns from commercial activities, while exercising oversight of financial controls, budgetary management, policy implementation, crisis management, and business continuity procedures.
- Oversees initiatives to improve efficiency and resource utilization, and is responsible for creating and implementing new projects and programs aligned with NTB’s strategic objectives, including securing funding.
- Establishes, maintains, and grows collaborative relationships with regional and international partners by consulting with various stakeholders, focusing on business development through strategic partnerships and promoting the Namibian brand.
- Represents NTB at regional and international events, acting as an official spokesperson and ensuring effective communication and public relations programs with key stakeholders, including employees and customers.
- Enhances NTB’s reputation locally and internationally, acts as an ambassador in meetings with government and private sector leaders, and oversees information dissemination to further NTB’s goals.
- Provides clear and authentic leadership to foster a supportive, ethical working environment that promotes collaboration, innovation, and development, inspiring and motivating employees.
- Oversees NTB’s organizational structure for optimal efficiency, ensure senior management meets objectives through performance management, and implements mechanisms for business continuity and succession planning.
Key Qualifications and Experience Required:
- Minimum qualification of a bachelor’s degree from a recognised tertiary institution in Public Administration, law or equivalent field.
- A Master’s degree in the above-mentioned fields is an advantage.
- Proven experience in senior management or leadership with a minimum of ten (10) years’ experience working at a senior/executive management level, leading a team of at least 15+ employees in an organisation of significant revenues above $NAD10 million.
- Extensive experience in strategic planning, business development, and policy formulation and implementation.
- A proven track record of having forged beneficial partnerships with regional and international development agencies.
- Proven experience and positive track record in collaborating and building relationships with intergovernmental bodies, senior government representatives, and key stakeholders.
Essential Skills and Knowledge
- Demonstrated experience as Head of Operations, Operations Director, or a similar leadership role.
- Commercial awareness of current economic and market trends, including regional and international development issues, with an understanding of the effects of external conditions on the fiscal performance of the NTB.

The remuneration package for this position is commensurate with the employment level and responsibilities of the position for a Tier 1 SOE in line with the provisions of the Public Enterprises Governance Act, (Act 1of 2019).
