JOB SCOPE
To lead the financial planning, management, and control of the tourism regulatory authority’s resources. The Finance Manager ensures financial compliance, supports regulatory programs through strategic budgeting, and oversees financial reporting, audits, and risk management to enable efficient and transparent operations in the regulation of the tourism sector. To enforce standardization and corporate governance principles within the Finance department. The Finance Manager plays a central role in shaping a company’s financial strategy, overseeing budgeting and forecasting, ensuring regulatory compliance, and mentoring finance staff. The function bridges financial operations and strategic decision-making. The Finance Manager is responsible for planning, managing, improving, and controlling the financial accounting environment through policy framework, planning, and implementing structures, systems, processes, and improvements thereon. The Finance Manager shall oversee and manage all financial aspects of NTB, responsible for budgeting, forecasting, financial planning and analysis, cash flow management, and ensuring compliance with local and international financial regulations. This role plays a critical part in strategic planning, helping the company achieve sustainable growth and profitability in a dynamic tourism industry. The manager will also guide and coach colleagues and assist the Chief Financial Officer to enforce the best financial practices so that legal accountability is ensured.
Main responsibilities & performance areas
Financial Planning & Strategy: Develop budgets, multi‑period financial forecasts, and proactive scenario models aligned to strategic goals. Advise leadership on business scenarios, investment returns, cost levers, and financial risks. Monitor market trends and conduct sensitivity testing (e.g. changes in revenue, expenses, foreign exchange). Develop financial strategies aligned with business goals. Build financial models and run scenario planning. Provide advice on investment decisions and long‑range planning Manage the operations of the finance division to achieve the finance department’s goals and objectives. Confers with appropriate internal and external administrative offices to ensure that required procedures are followed. Develop and oversee the company’s annual budgeting and financial planning processes. Prepare accurate financial reports, statements, and forecasts for management and stakeholders. Monitor cash flow, accounts, and other financial transactions. Analyse financial performance and provide insights to support decision-making. Implement effective financial controls and ensure compliance with all regulatory and tax requirements. Liaise with auditors, tax advisors, and external financial consultants as needed. Optimize financial procedures and recommend cost-saving measures. Manage and lead the finance team (if applicable), ensuring performance, training, and professional development. Oversee pricing strategy, cost analysis, and profitability of tour packages and services. Evaluate investment opportunities, new projects, and business partnerships. Coordinate with operational teams to align financial goals with business objectives. Support funding initiatives and manage relationships with financial institutions. Streamline financial procedures, introduce automation. Oversee ERP reporting systems, financial modelling, and integration with BI tools.
Budgeting & Forecasting: Lead the annual budgeting cycle and quarterly reforecasting. Partner with department heads to allocate resources and track actual vs budget. Perform variance analysis. Update models to anticipate cash needs or shortfalls. Prepare annual and periodic budgets. Adjust financial forecasts as conditions evolve. Conduct variance analysis and collaborate with department heads.
Financial Reporting & Analysis: Prepare income statements, balance sheets, cash flow reports, KPI dashboards and trend analysis. Interpret financial results, identify key drivers or anomalies, and craft presentation materials for executives or the board.
Cash Flow & Working Capital Management: Monitor liquidity, oversee accounts receivable/payable, and optimize working capital cycles. Coordinate funding (e.g. debt, equity lines) to address cash flow needs or investment in capex.
Risk Management & Compliance: Implement internal controls, ensure adherence to GAAP/IFRS standards and company policy. Support audits, tax filings and regulatory reporting. Identify financial risks credit, market, operational and shape strategies to mitigate them
Process Improvement & Systems: Evaluate current financial processes and propose automations or tool upgrades (e.g. Power BI). Standardize reporting, build self-service dashboards, and implement FP&A best practices. Manage the operations of the finance division to achieve the finance department’s goals and objectives. Confers with appropriate internal and external administrative offices to ensure that required procedures are followed.
Standardisation, Accounting Standards & Corporate Governance Principles: Implement and maintain policies and procedures to control and maintain NTB Assets and Resources, including, but not limited to, the Fraud Prevention Policy, Disaster Recovery Plan, Accounts receivable, Data Information, Fixed Assets, and Investment Policy. Ensure compliance with all policies, including Accounts receivable and Investment policy. Develop and maintain internal and security controls in the Finance Department, including segregation of duties, cash received, and funds deposited. Ensure compliance with Accounting Standards / Principles, VAT Act, Income Tax Act, Labour Act, SOE Act and HR Policies. Conduct financial planning in consultation with the Head: Finance & IT for submissions to the Board and Advisory Committee meetings. This includes summaries of investment activities and economic conditions. Liaise with the Auditor General’s office and external auditors to manage the audit process. Oversee and control the process for the development, implementation, and monitoring of fit for purpose budgets to ensure the segment operating model is adequately budgeted for. Oversee the monitoring of financial performance by measuring and analysing business results, initiating corrective actions, and minimising the impact of variances. Manage high risk and problematic financial issues in area of accountability and contribute to the development of policy. Implement and manage financial risk methodologies, techniques and systems and use to monitor and report on financial activities. Implement risk management, governance, and compliance policies in own practice area, to identify and manage governance and risk exposure liability. Investigate reported wilful acts of non-compliance to organisation policy and practice and report on findings.
NTB Funds and Fixed Assets Register: Assist the Chief Financial Officer in managing all investment activities by recommending investments, providing reports on current investments, and obtaining quotations prior to each investment. Maintain banking relationships with money market dealers and commercial banks. Ensure sufficient funds are available to meet ongoing operational and capital investment requirements. Ensure investments are within the framework of NTB’s investment policies. Provide financial information and analyses that summarise investment activities & financial conditions to the Board. Manage the receipts of funds.
Develop, Monitor and Control Budgets: Control and monitor the budget for the different divisions. Manage the preparation of working papers, expenditures for budgets, contract monitoring, and ensure reports are generated to maintain a balanced account. Liaising with Manager: HR to calculate salary budgets by considering directives, performance bonuses, and average inflation adjustments. Analyse budget patterns, identify budget issues, provide alternative solutions, and resolve the problems. Develop, monitor, and identify over expenditures to Chief Financial Officer. Compile the capital budget based on replacing existing assets according to management decisions and procure new assets approved by the Procurement Committee and the CEO.
Financial Reporting, Analysis, Compliance & Business Support: Compile financial statements and interpret financial information for approval by the Chief Financial Officer. Financial Reporting, Analysis, Financial and Statements. Conduct financial analysis and interpretation of current and past financial performance for forecasting, trends, and result analysis. Manage all internal systems and processes that support the secure administration of revenue and accounting activities. Participate in continuous cost reduction analyses across all areas of the Board. Compile and present financial performance results, full year forecasts, budget variances and financial opportunities and risk. Responsible to analysis and deliver insights that link financial reports to business plans. Provide an overview of the impact of financial reporting on business performance. Establish relationships with senior managers and their teams and provide financial support to commercial decision making. Provide expert advice that will add value to the business and gain advantage. Ensure compliance with applicable financial legislation, procedures, and standards. Manage month-end reporting process for areas of responsibility. Manage the annual budget and financial planning process for areas of responsibility. Review annual financial statements, reconciliations and any other business or finance reports within areas of responsibility. Develop costing models to assist with NTB reporting requirements and internal reporting requirements. Provide appropriate reports to be incorporated in the consolidated results of the business. Manage the execution of financial aspects of contracts and verify that all financial commitments listed in the agreement are met based on the terms written in the contract. Liaise with internal and external stakeholders on any queries raised and resolve accordingly. Assist the team the compliance and execution of internal audit processes. Liaise with the external auditors including the Group auditors during the annual audit. Assist with financial input or assistance with internal wide projects.
Legal Tourism Levies Administration: Manage all levy income processes. Ensure compliance with all rules and regulations pertaining to the collection of levy information. Establish and maintain proper filing systems to facilitate easy reference to source documents as needed.
Payments of Accounts Payable: Ensure strict adherence to Namibian Procurement Act and NTB Procurement Policy. Manage all payments according to the organisation’s rules and regulations, ensuring that they are within budget. Ensure that all rules and regulations are followed when payments are submitted.
Revenue Debt collection: Revenue planning & budgeting: Set annual expected NTB revenues from, levies, fees, and licenses. Assessment & billing: Determine levy liabilities and issue billing notices or demand letters. Collection & enforcement: allocate penalties, and surcharge payments; execute judgments, enforce delinquent cases via garnishment or litigation. Compliance encouragement: Drive voluntary compliance through public outreach, education, simplified filing platforms, and online portals. Investigation & risk mitigation: Monitor levy fraud schemes, conduct audits, and refer leads for criminal charges. Policy input & advisory role: Provide insights to Chief Financial Officer for policymaking; propose amendments or incentive programs. Reporting & transparency: Publish annual revenue accounts, audit results, industry breakdowns, and education reports. Industry coordination: Ensure all regions are collecting levies (e.g. tourism boards, licensing) maintain interdepartmental consistency and data sharing.
Procurement Management: Procurement Planning and Budget Alignment: Ensure procurement plans are aligned with the approved organizational budget; Review and approve procurement requisitions based on budget availability, Participate in annual procurement planning with departments.
Financial Control Over Procurement: Verify that procurement transactions comply with financial policies and procedures: Ensure all purchases follow approved procurement thresholds and authorization levels: Monitor procurement spending against departmental budgets.
Supplier Financial Due Diligence: Assess supplier financial stability where necessary; Ensure supplier banking details and tax compliance documentation are verified; Approve supplier onboarding in coordination with procurement and compliance teams.
Cost Management and Value for Money: Analyze procurement costs to ensure cost effectiveness and value for money; Participate in evaluation of major tenders from a financial perspective; Provide financial analysis for supplier quotations and bid evaluations.
Procurement Compliance and Governance: Ensure procurement activities comply with applicable laws, regulations, and internal policies; Support procurement audits and implement audit recommendations; Ensure proper segregation of duties in procurement and payment processes.
Contract and Payment Oversight: Review financial terms of supplier contracts before approval; Ensure procurement contracts are financially viable and within budget limits; Authorize payments to suppliers in accordance with contract terms and financial controls.
Procurement Reporting: Prepare financial reports on procurement expenditure; Monitor and report on procurement trends and cost efficiencies; Provide management with procurement-related financial insights.
Internal Controls and Risk Management: Implement controls to prevent fraud, corruption, or irregular procurement; Ensure procurement documentation is complete and properly recorded; Monitor compliance with procurement approval processes.
Collaboration with Procurement Unit: Work closely with the procurement department to ensure financial oversight; Provide financial advice during tendering and supplier negotiations; Support strategic sourcing initiatives from a financial perspective.
Audit and Regulatory Compliance: Facilitate internal and external procurement audits; Ensure procurement documentation is available for audit review; Address procurement-related financial audit findings.

Key Qualifications and Experience Required:
Key Qualifications:
Bachelor’s Degree Finance/Accounting (NQF 7). Professional certification (e.g., CPA, ACCA, CMA)
An Honours degree in Finance (NQF 8) with Audit articles will be an advantage.
Key Experience:
A minimum of five (5) years’ professional experience in Finance and Administration at supervisory or middle management level.
Essential Requirements
Knowledge of Accounting Principles, VAT Act & Income Tax Act, Labour Act & NTB Act.
Proficiency in financial software and knowledge of accounting packages (e.g., QuickBooks, SAP, Oracle) and advanced Excel skills.
Strong knowledge of financial regulations, accounting standards, and reporting systems
Additional Skills:
The incumbent must possess strong analytical, organisational, communication, and leadership skills, with the ability to manage multiple priorities, solve problems effectively, and apply relevant policies, procedures, and regulations in a results-oriented environment.
