JOB SCOPE

The Chief Human Resources Officer (CHRO) is a strategic executive responsible for providing visionary leadership in all aspects of human capital management at the Namibia Tourism Board. The role ensures that HR strategies, policies, and programs support the NTB’s mission to promote and regulate tourism while building a high performing, engaged, and compliant workforce. The CHRO acts as a trusted advisor to the CEO and executive leadership team on workforce planning, talent management, organizational development, and change management. The Chief Human Resources Officer provides strategic leadership and oversight of all HR functions at the Namibia Tourism Board. This role ensures the development and implementation of HR strategies, policies, and programs that support NTB’s mission to promote tourism, enforce standards, and drive organizational excellence. This role ensures compliance with Namibian labour legislation and fosters a high-performing, motivated, and professional workforce. The role oversees the implementation of HR strategies and supporting the HR Director in aligning human capital initiatives with the strategic goals of the Namibia Tourism Board. This role ensures smooth HR service delivery, compliance with labour laws, and a motivated, high-performing workforce. To strategically lead Namibia Tourism Board’s human capital management functions in alignment with ISBP objectives, particularly focused on developing the “Most Skilled Team on the Continent.” This position provides comprehensive human resource leadership including strategic workforce planning, talent acquisition and development, performance excellence, organizational culture transformation, and employment relations management to support NTB in becoming a preferred tourist destination by 2029.

Main responsibilities & performance areas

Strategic HR Leadership: Develop and implement a comprehensive HR strategy aligned with NTB’s organizational goals. Provide strategic guidance to the CEO and executive management on human capital, organizational structure, and workforce planning. Lead HR transformation initiatives to enhance organizational efficiency, culture, and employee engagement. Develop and implement NTB’s HR strategy in alignment with the organizational objectives. Advise executive management on workforce planning, talent management, and organizational development. Lead change management initiatives and promote a culture of innovation and excellence.

Talent Management & Development: Lead, direct and oversee recruitment, succession planning, and retention strategies to attract and retain top talent. Implement learning, development, and capacity-building programs across the organization and, where relevant, the broader tourism sector. Foster a culture of high performance, accountability, and continuous professional development. Oversee recruitment, onboarding, and retention strategies for attracting skilled personnel. Implement learning and development programs to build internal capacity and leadership pipelines. Manage succession planning for key roles within the organization. Coordinate recruitment and selection processes for all levels within NTB. Support workforce planning and ensure the organization has the right talent in place. Assist with employee engagement and retention initiatives.

HR Operations & Administration: Ensure efficient HR operations, including payroll, benefits administration, HRIS management, and employee records. Ensure full compliance with Namibian labour laws, regulations, and NTB HR policies. Monitor and report on HR metrics and key performance indicators to support data-driven decision-making. Ensure efficient HR operations including payroll, benefits, employee records, and HR systems. Monitor and improve HR policies, procedures, and service delivery across the organization. Manage HR budget and resources effectively.

Employee Relations & Compliance: Provide leadership in employee relations, grievance resolution, and disciplinary processes. Champion NTB’s organizational values, promoting inclusivity, diversity, and ethical behaviour. Lead change management initiatives to support strategic and operational transformations. Ensure NTB’s compliance with Namibian labour laws and regulations. Manage employee relations, grievance handling, and disciplinary processes. Promote a positive organizational culture emphasizing ethical behaviour, inclusivity, and teamwork.

Performance Management & Organizational Development: Design and implement performance management systems that align employee objectives with NTB’s goals. Provide HR analytics and reporting to inform executive decision-making. Support organizational development initiatives to enhance NTB’s effectiveness.

Governance and HR Advisory: Serve as a key advisor on organizational policies, labour relations, and HR risk management. Ensure alignment of HR practices with government regulations, public sector standards, and NTB strategic objectives. Lead HR audits and ensure continuous improvement of HR systems and processes. Provide advice and guidance to managers and staff on HR policies, procedures, and best practices. Prepare HR reports, analytics, and metrics to support strategic decision-making. Assist in the implementation of organizational development and change initiatives.

Key Qualifications and Experience Required:

Bachelor’s degree (NQA 8) in Human Resource Management, Industrial Psychology, Business Administration, or related field.

A Master’s degree is an added advantage.

Key Experience:

Professional HR certification (e.g., SHRM-SCP, CIPD, or local equivalent) is an advantage.

Minimum 10 years of progressive HR experience, including at least 5 years in a senior management or director-level role.

Experience in public sector or quasi-government organizations is highly desirable.

Special Requirements:

Strong strategic thinking and leadership skills.

In-depth knowledge of Namibian labour laws and HR best practices.

Excellent communication, negotiation, and interpersonal skills.

Analytical and decision-making capabilities with a focus on organizational outcomes.

Ability to foster a culture of accountability, high performance, and employee engagement.
