JOB SCOPE
To provide effective and efficient regulatory and advisory function of all minimum requirements needed for registration at the NTB. Responsible for ensuring that a highly effective and efficient quality grading service is provided for the industry based on consumer expectations and needs.
Main responsibilities & performance areas
Ensure Quality Assurance: Prepares itinerary based on the monthly inspection plan/rooster and submit this for verification to the Senior Tourism Inspector. Carries out registration and routine inspections according to the registration requirements of the Registration regulations ensuring compliance with the laid down requirements. Ensures that all service providers comply with the legal requirements specified by the Act. This person will be given the order to examine a particular geographical area, and he then needs to determine which service providers need to be examined, etc and always be alert to any unregistered providers. Collects information during inspections required for updating both the Tourism Database and Manual filing systems. Compiles reports on registration and routine inspections of all Accommodation Establishments and Regulated businesses and submit them for approval to the Manager: Quality Assurance. Make recommendation to Executive of QA for actions necessary to comply with minimum requirements.
Manage relationships with customer base: Collect information required for marketing purposes (or other information required for in-house use). Play a proactive role in ensuring that legal requirements are met by all service providers within industry (e.g. situations where the applicant does not agree with the inspector’s recommendation or evaluation).
Advisory role: Advises the industry on minimum requirements to be complied with for registration purposes as well as the criteria for different classes of accommodation establishment and regulated businesses. To provide applicants with oral and written feedback and advice on developmental needs to improve quality necessary to comply with the Act. Describes and explains the objective or purpose and possible implications in case of a follow-up inspection or assessment. Provide an advisory service on quality improvements and other relevant issues leading to a maintained or improved quality standard.
Conduct Investigations: Conducts investigations in or on any accommodation establishment or regulated business without search warrant, if believed on reasonable grounds, that such an accommodation establishment or regulated business conducts business without being registered under the Act. Applies for search warrant to the judge of the High Court or magistrate to conduct investigations in a private home of any person, if believed on reasonable grounds, that such private home is used as an accommodation establishment or regulated business without being registered. Lays a charge with the Police, if it is established that a ground exists that the accommodation establishment or the regulated business is illegal. Attends Court proceedings where offenders, who are in contravention of the Act, are tried.
Reporting duties: Compiles inspection reports in a prescribed format (i.e. with signature of owner) to enable NTB records to be up to date within the specified timeframe. Drafts response letters on inspections carried out.
Assessment and grading: Assess and determine the quality standards of facilities and services in tourism businesses to ensure an accurate award for guiding visitors and potential visitors. Evaluate and analyse assessment results and provide appropriate feedback to business operators.
Tourism Development Support: Supporting awareness initiatives and sensitization campaigns such as tourism days, exhibitions, and local engagement events. Facilitating the identification and promotion of Community-Based Tourism (CBT) projects to enhance inclusive tourism. Advising communities and emerging tourism operators on registration processes, regulatory compliance, and quality standards. Assisting in the identification of skills gaps within tourism communities and facilitating access to relevant training and capacity-building initiatives. Collecting and maintaining data on tourism development projects and initiatives to inform planning and policy formulation.
Liaising with regional stakeholders to create an enabling environment for grassroots tourism development in line with NTB’s strategic objectives.
Key Qualifications and Experience Required:
A bachelor’s degree (NQF Level 7) in Hospitality or Tourism.
Key Experience:
Four (4) years’ experience in the Tourism Industry, of which at least two (2) years should be at least at the managerial or supervisory level in the tourism and hospitality industry.
Training Requirements:
Familiarisation with Namibia and its tourism product.
