JOB SCOPE

Is responsible for designing, implementing, and evaluating strategies and programmes that enhance talent management, leadership development, employee engagement, and organisational effectiveness. The role contributes to building a high-performance culture, supporting transformation, and aligning human capital with strategic goals.

Main responsibilities & performance areas

Talent Management: Develop and implement integrated talent management frameworks, including talent identification, succession planning, and leadership development. Facilitate talent reviews and maintain a talent pipeline for critical and scarce skills. Collaborate with line managers to align talent initiatives with departmental needs.

Organisational Development: Conduct organisational assessments to identify areas for development or change. Design and support implementation of change management initiatives aligned with strategic transformation. Facilitate team development and culture strengthening interventions.

Learning and Development: Design and deliver learning and development strategies to close identified skills gaps. Evaluate the impact and ROI of learning programmes and adjust accordingly. Support compliance with NQA and NTA Requirements, including training TVET levy submissions

Performance Development: Support the implementation and continuous improvement of the Performance Management and Development System (PMDS). Facilitate performance calibration sessions, training, and provide guidance on best practices. Analyse performance trends and recommend interventions for underperforming areas.

Employee Engagement and Culture: Design and implement employee engagement initiatives and monitor impact through surveys and feedback mechanisms. Promote inclusive and values-driven organisational culture through employee recognition and participation initiatives.

HR Analytics and Reporting: Analyse talent and organisational data to support evidence-based decision-making. Prepare reports and presentations on talent metrics, workforce capability, and development impact.

Key Qualifications and Experience Required:

Key Qualifications:

Bachelor’s degree in human resources (NQF 7), Industrial Psychology, organisational development or a related field.

Postgraduate qualification or certifications in Organisational Development, Talent Management, or Coaching is an added advantage

Key Experience:

Minimum of 5–7 years’ experience in HR, OD, or Talent Management, with a strong background in development programmes.

Knowledge of Namibian labour legislation and HR best practices.
