JOB SCOPE
The Quality Assurance Assessor in NTB is responsible for conducting assessments and inspections of tourism establishments to evaluate compliance with established grading criteria and quality standards. The role ensures that tourism businesses meet national service excellence benchmarks and contribute to a consistent, high-quality visitor experience across Namibia.
Main responsibilities & performance areas
Quality Assurance Assessment & Grading: Conduct thorough on-site inspections of tourism establishments (e.g., hotels, lodges, guesthouses, B&Bs, conference venues) using official grading and quality criteria. Assess cleanliness, safety, amenities, facilities, customer service, and overall guest experience. Collect and verify documentation, visual evidence, and other assessment data. Undertakes an annual allocation of quality assessment visits according to scheme guidelines and standards. Organises and conducts initial assessments to determine whether the establishment is meeting the predetermined criteria (checklist). Provides a verbal debrief and a written report for each assessment visit according to scheme guidelines. Gives professional advice and guidance on best practice to attraction managers in debriefs and reports. Conducts routine inspections on accommodation establishments (e.g. status of statutory documentation, submission of levy return forms and levy payments) in order to ensure minimum standards are maintained. Conducts routine inspections on tourist vehicles (e.g. road worthiness, Roads Authority Certified, NTB disc) in order to ensure minimum standards are maintained. Prepares itinerary based on the monthly inspections plan or schedule for verification to the Team Leader. Conducts licensing inspections.
Evaluation & Reporting: Ensure that all assessments are conducted with impartiality, transparency, and in accordance with approved guidelines. Maintain confidentiality and manage conflicts of interest appropriately. Ensure all documentation and processes meet legal and organisational standards. Complete detailed, accurate reports following each assessment, including scoring, recommendations, and photographic evidence. Submit findings to the Quality Assurance Manager for review and validation. Provide clear justifications for grading levels awarded, including recommendations for improvement or regrading.
Industry trend analysis: Maintains an up-to-date knowledge of developments in the visitor attraction industry and tourism sector. Stay up to date with evolving tourism trends, quality assurance methods, and customer expectations. Contribute feedback and insights to improve grading tools, criteria, and training programmes. Participate in workshops and calibration sessions to ensure assessment consistency across regions
Brand promotion: Promotes Namibia initiatives and services to attractions as required. Attends periodic assessor conferences, meetings, and training events. Represents Namibia at sector events and conferences as required.
Advisory Services: Conducts external workshops to address individuals who have an interest in the tourism industry. Attends and showcases Namibia Tourism Board and Namibia at career fairs at various schools and universities. Conducts external skill building presentations on customer care. Conducts licensing functions. Advises the industry and emerging entrepreneurs on business registration or licensing requirements. Advises the industry on the business categories/classification and star grading level standards. Provides advisory service on quality improvements and other relevant issues leading to a maintained or improved quality standard. Describes and explains the objective or purpose and possible implications in case of a follow-up licensing inspection.
Investigations: Conducts investigations in or on any tourism related business without a search warrant, if it is believed on reasonable grounds that such a business is conducting operations illegally. Lays criminal charges with the police against illegal businesses. Attends court proceedings in relation to cases opened.
Reporting: Submits weekly reports to the Team Leader: Assessors. Maintains a company car logbook, which must be viable for inspection by nay authorised person.
Key Qualifications and Experience Required:

NQA Level 5 or equivalent tertiary qualification in hospitality, tourism and business management
Key Experience:
A minimum of 3 years work experience in tourism, hospitality, business management or in the field of law enforcement.
At least 2 years’ experience of assessment
