Manager Finance (Head Office, Windhoek)

JOB SCOPE

To enforce standardisation and corporate governance principles within the finance department. The Manager: Finance will be responsible for planning, managing, improving, and controlling the financial accounting environment through a policy framework, planning and implementing structures, systems, processes, and improvements thereon. The manager will also guide and coach colleagues and assist the Head: Finance & IT in best financial practices so that legal accountability is ensured.

 Main responsibilities & performance areas

Department Management: Manage the operations of the finance division to achieve the finance department’s goals and objectives. Confers with appropriate internal and external administrative offices to ensure that required procedures are followed.

Standardisation and Corporate Governance Principles: Implement and maintain policies and procedures to control and maintain NTB Assets and Resources, including, but not limited to, the Fraud Prevention Policy, Disaster Recovery Plan, Accounts receivable, Data Information, Fixed Assets, and Investment Policy.

Ensure compliance with all policies, including Accounts receivable and Investment policy.

Develop and maintain internal and security controls in the Finance Department, including segregation of duties, cash received, and deposit of funds. Conduct financial planning in consultation with the EXCO for submissions to the Board and Advisory Committee meetings. Liaise with the Auditor General’s office and external auditors to manage the audit process.

Funds and Fixed Assets Register: Assist the Head: Finance & IT to manage all investment activities by recommending investments to be made, providing reports on current investments, and obtaining quotations prior to each investment. Maintain banking relationships with money market dealers and commercial banks. Ensure that sufficient funds are available to meet ongoing operational and capital investment requirements. Ensure investments are within the framework of the NTB’s investment policies. Provide financial information and analyses that summarise investment activities & financial conditions to the Board. Manage the receipts of funds.

Monitor and Control Budgets: Control and monitor the budget for the different divisions. Manage the preparation of working papers, expenditures for budgets, contract monitoring, and ensure reports are generated to maintain a balanced account. Analyse budget patterns, identify budget issues, provide alternative solutions, and resolve problems. Develop, monitor, and identify over expenditures to the Head: Finance & IT. Compile the capital budget based on replacing existing assets according to management decisions, and procure new assets approved by the Procurement Committee and the CEO.

Financial Statements and Reports: Compile financial statements and interpret financial information for approval by the Head of Finance & IT. Conduct financial analysis and interpretation of current and past financial performance for forecasting, trends, and result analysis. Manage all internal systems and processes to secure revenue and administer accounting activities. Participate in continuous cost reduction analyses across all areas of the Board.

Levies Administration: Manage all levy income processes. Ensure compliance with all rules and regulations pertaining to the collection of levy information. Establish and maintain proper filing systems to facilitate easy reference to source documents as needed.

Payments of Accounts Payable: Ensure strict adherence to the Namibian Procurement Act and NTB Procurement Policy. Manage all payments according to the organisation’s rules and regulations and ensure that they are within budget.

 Key Qualifications and Experience Required:

Bachelor’s Degree Finance / Accounting (NQF 7)

An Honours degree in Finance will be an advantage (NQF 8)

Key Experience:

A minimum of five (5) years’ professional experience in Finance and Administration at supervisory or middle management level.

Essential Requirements

Knowledge of Accounting Principles, VAT Act & Income Tax Act, Labour Act & NTB Act.

Knowledge of Accounting Packages.
