JOB SCOPE
This post is part of NTB’s Executive Committee of Management (EXCO) and reports to the CEO. The post is responsible to effectively and efficiently managing all financial and IT resources of NTB to achieve its goals and objectives. Be a proactive advisor of NTB on all financial and IT management areas giving direction, control and coordination of financial and IT matters and ensuring preparation of timely budgets and reports. This includes financial and managerial accounting, financial reporting, tax returns and payroll accounting as well as IT resources usage reporting. The incumbent will have overall responsibility for the information and financial systems of the Namibia Tourism Board geared to support NTB’s core activities and to provide the systems used to deliver the NTB aim of maximizing the visitor economy in Namibia.
Main responsibilities & performance areas
Financial Control: Provide strategic input into the formulation of NTB’s overall corporate strategy. Formulate and implement a financial strategy, encompassing accounting and management accounting function that supports to ensure NTB receives all monies and to seeks ways to increase the budget. Co-ordinate, supervise, control, and evaluate the financial and accoutring activities within the department. Develop and review NTB’s financial internal control systems. Ensure that NTB funds are effectively used to support the NTB’s business objectives to increase productivity and increase results to ensure internal and external customer satisfaction and ensure seamless interdepartmental linkages. Develop, implement, and oversee the financial management planning and reporting systems in order to comply with relevant legislation, policies, procedures and corporate governance as set out accounting best practices such as GAAP and IFRS. Manage billing function to ensure in-time and accurate billing of services and goods sold, as well as to ensure that the Namibia Tourism Board receives all the grant and revenue due from government, registration fees and levies from all required registrants, plus any partnership funds from sponsors or joint marketing partners etc. Identify process improvements that reduce cost, improve quality, and allow for more efficient usage of organisational resources so that NTB does not incur unnecessary losses or expenses. Ensure effective cash management across the organisation. Monitor continuously the performance of NTB’s investments and advice measures to be taken based on optimal cost of capital. Establish and continually develop anti-fraud systems and measures including management of revenue assurance function in order to mitigate financial risks. Provide financial and investment advice to the CEO and the Board, through the Audit Committee, in line with NTB’s Investment Policy
NTB Budgeting: Manage, direct, coordinate and control the process of budgeting, in consultation with the CEO, including advice from CEO on allocation of funds, that considers performance of Departments and Units to agreed targets. Ensure that all budget holders receive appropriate training and support to participate fully in the budgeting process. Ensure that NTB’s proposed budget is completed by the due date for Board approval as set in the Public Enterprises Act, 2019 (Act 1of 2019). Monitor, identify, and communicate budget overruns and where necessary recommend the prioritisation, postponement, or cancellation of activities. Monitor and control expenditure of the departmental budget through regular analysis, maintenance, and supervision of expenditure against agreed budget items and the Annual Work Plan. Analyse project expenditures and review reports submitted by Heads of Departments for such projects. Ensure that expenditure for budget, grants and contracts are monitored and that reports are prepared to maintain balanced accounts within the pre-determined deadline. Oversee the expenditure of sponsorship funding to ensure that this is utilized according to the stipulations of the sponsoring organizations.
Management Accounts: Provide monthly expenditure reports to the CEO and quarterly reports to the Audit Committee and Board of Directors for NTB’s phased expenditure and budgetary variances. Alert the CEO to any variances in the budget and the reasons for those variances. Make recommendations to write off debts to the CEO and/or the Board in line with policies and procedures. Review the Monthly Management Accounts and/or Reconciliation Reports for Income and Expenditure prepared by the Accountant: Receivables and Accountant: Payables for reporting to the CEO, Audit Committee and the Board. Work with other senior management to interpret financial information, identify areas of risk and develop contingency plans as appropriate through the compilation of a corporate risk register.
Audit Controls: Prepare Annual Financial Statements (AF) financial statements at the end of the financial year in line with IFRS. Ensure that financial statements are accurate, reliable, and timely to meet the legal requirements of the NTB Act, 2000 (Act 21 of 2000). Ensures that the NTB accounts are audited by the Auditor-General within three months at the end of the financial year to enable the Board of Directors to report to the Minister responsible for Tourism. Ensure that nothing is contained in the annual audit that may disqualify the financial report. Coordinate the auditing of NTB’s financial statements by the Auditor General, responds to audit queries and ensure implementation of audit observations and recommendations. Ensure implementation of internal audit recommendations.
IT Systems: Ensure that NTB has adequate IT services (this includes providing necessary software and hardware to deliver information to improve work efficiency and effectiveness). Ensure that necessary security and access controls are in place for the NTB to be able to provide information required (includes maintaining the NTB website security, licenses, domains, etc.).
IT Delivery: Develop and implement a coherent IT strategy that supports the needs of NTB worldwide. Oversee the development, support, and maintenance functions of the NTB Website. Acts as the lead point of contact for any IT-related project which the NTB pursues. Oversee all IT administration function. Undertake an IT Risk Management exercise as part of NTB’s overall Risk Assessment Plan. Coordinate the relationship with a web-hosting service provider including annual renewal. Works with the marketing team to ensure that web site content is current, accurate, and available for http://www.namibiatourism.com.na and any other online operations.
Policies and Procedures: Formulate and implement the financial and IT policies agreed by the CEO or the Board and ensure compliance with these policies. Ensure that the financial and IT policies are always up to date and that they comply with the NTB Act, 2000 (act 21 of 2000) governing NTB as well as any other relevant legislation, i.e. Labour Act, Pension Fund rules, etc. Serve as a member of the Tender Committee i.t.o. the relevant Board policy or other legislation to which Public Enterprises must conform to. Ensure prompt and timely compliance with any relevant tax regulation. Co-ordinate and oversee the full spectrum of requirements in the areas of Income Tax, VAT, import, export as well as other legislation, including the Labour Act, Employment Equity Act, Pension Fund rules, etc. Ensure that NTB complies with any regulations governing tax, social security, pensions, medical aid, training levies and to ensure prompt and timely submissions of these.
Staff Management: Recruit, lead, and motivate staff in line with applicable NTB policies and procedures for the Department. Mentor, coach, and provide leadership to the Finance team and where so appropriate takes disciplinary actions. Provide training to staff in consultation with HR team based on performance appraisal outcomes, etc. Integrate NTB’s Mission, Vision, and Values into management style at all levels in order to influence and entrench NTB culture amongst staff in the Finance Department. Ensure timely and efficient implementation of finance strategy and annual Work Plan (AWP) and ensure departmental performance targets are set and achieved.
Good Governance: Take responsibility for the financial management of the department, including the formulation, execution and control of the budget as directed under the company’s financial policies, report on variances and expenditure for the department on a monthly basis or as directed. Manage assets within the department according to relevant policies.
CEO Support: Provide support to the CEO in the interface of NTB with its key stakeholders. Co-ordinate and support any Ministerial, Cabinet or Board visits or requests on issues related to finance and IT. In consultation with the CEO, responds to relevant Ministerial and Executive correspondences. Draft and co-ordinate inputs for the Board meetings, Management and Annual Reports as directed. Deputise the Chief Executive Officer where required, maintaining an understanding of all key company initiatives beyond the delivery Team
Key Qualifications and Experience Required:
Key Qualifications:
A Chartered Accountancy qualification (e.g., CA(NAM), CA(SA), or equivalent) is a requisite requirement.
A Bachelor’s degree (NQF Level 7) in commerce or accounting degree.
A professional accounting qualification or postgraduate qualification in Business Administration, Business Management or Business Leadership will be an added advantage.
The candidate should have at least 10 years’ financial management experience within corporate environment at a large/medium size organisation, and 5 years of which should have been in a senior leadership position.
Key Experience:
Thorough understanding of Namibia tourism industry and at least three years’ experience should be in Financial Management and/ or accounting and must understand the financial demands of a not-profit making business.
The candidate should also have extensive knowledge in international accounting standards (IFRS), investment, risk management and assessing ROI of projects.
Essential Requirements
Must good knowledge on the principles of Institute of Internal Auditors Standards (ITAS), Knowledge of Namibian Tax Laws and / or any other Namibian Financial Company compliance laws
Must be able to use ITAS tax system
