JOB SCOPE

The Payroll Administrator is responsible for the accurate and timely processing of employee salaries, benefits, deductions, and related payroll functions. The role ensures compliance with labour laws, tax regulations, and internal financial policies, and supports the organisation’s commitment to employee satisfaction and operational excellence. To implement effective payroll management processes ensuring accurate, timely, and compliant compensation administration while supporting NTB’s human capital objectives through data-driven insights and efficient service delivery. The position maintains payroll integrity, ensures regulatory compliance, and contributes to employee satisfaction through professional payroll administration aligned with organizational values and strategic priorities.

Main responsibilities & performance areas

Payroll Processing: Implement comprehensive payroll processes supporting NTB’s human capital strategy. Ensure alignment between payroll administration and organizational compensation frameworks. Provide data-driven insights supporting workforce planning and budgeting. Implement performance metrics for payroll administration effectiveness. Prepare and process monthly payrolls for all employees, including contract and temporary staff. Ensure accuracy of salaries, overtime, bonuses, deductions (e.g., PAYE, SSC, pension), and other payroll components. Review timesheets, leave records, and attendance registers for payroll input.

Compliance and Statutory Reporting: Ensure payroll compliance with all relevant laws and regulations, including:

  • Legislative requirements (PAYE, SSC, Pension Fund and Medical Aid)
  • Labour laws and tax legislation
  • Pension/provident fund rules
  • Ensure comprehensive compliance with tax legislation and employment regulations
  • Implement appropriate internal controls protecting payroll integrity
  • Maintain accurate documentation supporting audit requirements
  • Provide expert guidance on payroll compliance matters to organizational stakeholders

Reconciliation and Reporting: Reconcile payroll accounts and prepare monthly payroll journals for the finance department. Generate payroll reports for HR and management (e.g. cost summaries, variance reports, audit reports). Assist auditors with payroll-related queries and ensure audit readiness.

System Maintenance and Data Management: Maintain and update employee records in the payroll system (e.g. appointments, terminations, salary changes).

  • Ensure payroll software is updated and functioning efficiently.
  • Collaborate with IT or system vendors on payroll system upgrades or troubleshooting.

Payroll Administration: Administers monthly payroll and capturing of employees (except executive management payroll functions and duties). Receives payroll schedules for payment to third party. Issues cheques and/or captures information for EFT payment. Captures payroll related transactions for Namibia into the accounting system. Reconciles third party payments and forwards to Head of Department for approval. Requests payroll information and transactions processed in Germany from outsourced payroll administrator and captures into the accounting system. 

Employee Support: Respond to staff queries regarding payslips, deductions, leave balances, and other payroll matters. Release payslips monthly on payroll timeously and provide supporting documentation as needed. Maintain confidentiality of employee salary and personal information. Contacts third parties by telephone and correspondence (internal or external) to obtain additional information where necessary. Performs reconciliation to avoid double payments. Creates and files all documentation for easy retrieval. Maintains a filing system for all payments issued. Maintains the confidentiality and security of all financial files 

Payroll Data security and Confidentiality: Implement strict data protection protocols for sensitive compensation information. Ensure appropriate access controls for payroll systems and data. Maintain confidentiality of employee financial information. Support implementation of data privacy frameworks aligned with legislative requirements

Process optimization and innovation: Identify opportunities for payroll process enhancement. Support implementation of payroll automation initiatives. Contribute to integration between payroll and other human capital systems. Implement efficiency measures reducing processing time and enhancing accuracy

Key Qualifications and Experience Required: 

Key Qualifications:

Preferably a Degree in Finance or Human Resources (NQF level 6).

Key Experience:

  • At least 3–5 years’ experience in payroll processing.
  • Preferably Payroll Systems (Sage 300)
  • Proficiency in payroll software systems (e.g. SAGE, VIP)
  • Excellent understanding of Microsoft Excel and Microsoft Word
