JOB SCOPE

To provide effective and efficient services by ensuring correct implementation of Tourism Regulations and requirements and ensure that all minimum requirements are in place and that the Tourism Inspectors deliver standard requirement inspections.

Main responsibilities & performance areas 

Manage relationship with customer base: Collect information required for marketing purposes and play a proactive role in ensuring that all services providers within the industry meet legal requirements. Manage and develop relationships and linkages with other departments to present and advise tourism businesses effectively on the policies.

Supervise Tourism Standard Inspections: Assist Tourism inspectors in the correct interpretation of the Namibian Tourism Board Act and its regulations or other relevant legal instruments. Monitors and follow-up pending registration application, conditional registration, withdrawal of registration and other problematic cases identified by the tourism inspectors. Assist in keeping business across industry standards consistent throughout Namibia according to specified criteria. Develop an Annual Inspection programme throughout the year to ensure that there is an efficient and effective delivery of the inspections. Develop inspection itineraries based on the monthly inspection plan or roster and submit these for review and approval by the Manager: Standards. Compile detailed reports on registration and routine inspections of accommodation establishments and other regulated businesses, submitting these reports for approval to the Manager: Standards. Make informed recommendations to the Manager: Standards or Chief Operations Officer regarding necessary enforcement actions to ensure compliance with minimum requirements.

Conduct Investigations: Conducts investigations in or on any accommodation establishment or regulated business without warrant, if believed on reasonable grounds, that such establishments or regulated business conducts business without being registered under the Namibian tourism Board Act,2000 (Act 21 of 2000). Applies for warrant to the judge of the high court or magistrate to conduct investigations in a private home of any person in accordance with subsections 3(a) and 4 of section 21 &29 of the criminal procedures Act, 1997 (Act no.51 of 1997), if believed on reasonable grounds, that such establishment or regulated business conducts business without being registered under the Namibia Tourism Board Act, 2000 (Act 21 of 2000). If establishing that a ground exists, the establishment or the regulated business is illegal, lay a charge with the police. Attends Court proceedings where offenders of the Namibia Tourism Board Act, 2000 (Act no 21 of 2000) are tried. 

Advisory Role: Refers to the Namibia Tourism Act, 2000 (Act 21 of 2000) and its regulations to advise the industry on minimum standards requirements. Advise Owners/Managers on maintaining minimum standard requirements. Maintain sound relationships with all relevant stakeholders promptly by executing troubleshooting to verify the validity of complaints regarding recommendations made by the tourism inspector and report findings to Manager: Standards.

Staff Development: Devise and deliver training for new and existing Tourism Inspectors to continuously meet the targets. Provide guidance, mentorship, and support to junior team members to build capacity and enhance skills within the enterprise support unit. Foster a collaborative and growth-oriented team environment through coaching and professional development initiatives.

Administration & Reporting: Plan and Manage the distribution of visits by inspectors to insure the most of efficient and cost-effective use of resources. Monitor and control use of travel by inspectors and identify effective operational procedures to achieve higher performance and lower cost. Compiles inspection reports in a prescribed format to enable NTB records to be updated. Draft response letters on inspections carried out. 

Key Qualifications and Experience Required:

A bachelor’s degree in Tourism Management, Business Development, Hospitality, or a related field.

Postgraduate qualification (above NQF 7) shall be an added advantage

Key Experience: 

At least 5-7 years of relevant experience of which at least two (2) should have been at supervisory level or management level within tourism and hospitality industry. Proven experience in project management and stakeholder engagement.

Strong knowledge of Namibia’s tourism industry, policies, and development priorities.

Excellent communication, negotiation, and interpersonal skills.

Able to Articulate issues clearly and succinctly.

Ability to analyze complex information and provide strategic recommendations.

Experience working with diverse communities and tourism enterprises is highly desirable. Proficiency in Microsoft Office and project management tools. May be required to work overtime or extended hours. A full and current driver’s licence for a car.
