JOB SCOPE

Is responsible for researching, analysing, and aligning tourism product development initiatives with existing tourism legislation, policy frameworks, and regulatory requirements. The role ensures that tourism offerings are not only innovative and marketable but also compliant with national and local regulations, standards, and sustainability practices.

Main responsibilities & performance areas

Tourism Regulatory Compliance in Product Development: Analyse and interpret tourism laws, regulations, and standards (e.g. Tourism Act, grading requirements, environmental laws, municipal bylaws) to guide tourism product development initiatives. Ensure that new and existing tourism products meet all statutory and regulatory requirements. Monitor regulatory changes and assess their impact on existing tourism products and services. 

Product Development and Support: Assist in identifying and developing new tourism products (e.g., cultural, rural, eco-tourism) that diversify Namibia’s tourism offerings. Provide guidance to tourism entrepreneurs and stakeholders on regulatory requirements when developing tourism offerings. Evaluate feasibility and compliance of proposed tourism projects and business plans. 

Stakeholder Engagement: Collaborate with national and provincial government departments, municipalities, tourism businesses, and communities to facilitate compliant tourism development. Serve as a liaison between regulatory bodies and product developers to resolve compliance challenges. Conduct workshops, info sessions, or advisory support to capacitate tourism SMMEs on regulation and compliance. 

Policy and Research Support: Contribute to the review and development of tourism-related policies and guidelines that support sustainable product development. Conduct research on global and domestic trends in tourism regulation and apply findings to support innovation in product development. Draft briefing notes, regulatory impact assessments, and technical reports.

Sustainable and Inclusive Tourism: Promote and support tourism products that comply with sustainable development goals (SDGs), including environmental protection, cultural preservation, and social equity. Ensure that regulations support the inclusion of emerging tourism businesses, women, youth, and rural communities 

Key Qualifications and Experience Required:

Bachelor’s Degree (NQF Level 7) in Economics, Business Administration, Entrepreneurship, Development Studies, or related field.

Postgraduate qualification (above NQF Level 7) in Business Administration, Entrepreneurship, SME Development, or a related field is an added advantage 

Key Experience:

Minimum of 5 years’ experience in enterprise development, SME support, or economic development, preferably within the tourism sector.

Special Requirements:

  • Excellent stakeholder engagement and networking capabilities.
  • Solid facilitation, training, and advisory skills.
  • Strong project management and strategic planning acumen.
  • Analytical mindset with ability to present data-driven program insights.
  • Inclusive leadership approach and understanding of community-based tourism structures.
  • Willingness to travel and work extended hours when required
  • A full and current driver’s licence for a car.
