JOB SCOPE

To ensure accurate and timely financial recording, reporting, and compliance for the tourism regulation authority. The Financial Accountant plays a critical role in managing the financial health of the organization by supporting regulatory operations through reliable financial data, statutory reporting, and audit readiness. To implement comprehensive expenditure management operational plan ensuring optimal cash utilization, regulatory compliance, and effective vendor relationship management. The position supports NTB’s financial sustainability through efficient payment processing, expenditure control, and implementation of innovative approaches to accounts payable management aligned with the organization’s strategic objectives in tourism promotion and industry development. Accountant Payable is central to procure‑to‑pay process, responsible for ensuring that all vendor obligations are processed accurately and paid on schedule while safeguarding cash flow, avoiding fraud, minimizing costs, and keeping vendor relationships strong. To ensure accurate, timely, and compliant processing of all accounts payable transactions. This role includes supervising junior finance staff, verifying payments, reconciling accounts, and ensuring adherence to procurement and financial policies. To ensure the accurate and timely payment of creditors, check reconciliations and handle all payments timeously for goods and services rendered; provide administrative assistance in activities related to movable assets, including asset verifications, record keeping, data capturing.

Main responsibilities & performance areas

Financial Record Keeping: Maintain accurate and up-to-date general ledger accounts. Process accounts payable and receivable, ensuring timely payments and collections related to tourism licensing, permits, and fees. Record and reconcile all financial transactions in line with public sector accounting standards.

Financial Reporting: Prepare monthly, quarterly, and annual financial statements in accordance with statutory and regulatory requirements. Support the preparation of financial reports for internal stakeholders, government ministries, and external partners. Assist in the preparation of financial data for budget reviews, audits, and board meetings 

Regulatory Compliance: Ensure adherence to national financial regulations, procurement laws, and internal financial policies. Maintain documentation and systems to support audit readiness and accountability for regulatory funds. Monitor the proper use of funds allocated for tourism compliance and regulatory projects.

Reconciliation & Controls: Perform regular bank, account, and inter-agency reconciliations. Investigate discrepancies and ensure corrective actions are taken promptly. Implement internal controls to safeguard financial assets and prevent fraud.

Accounts Payable Management: Invoice verification & processing: Receive and review vendor invoices (physical, email, or e‑invoiced), perform two- or three-way matching (invoice vs PO vs goods receipt), validate costs, and record them in the ledger. Oversee supplier invoice processing and payment scheduling. Payment execution: Run payment cycles (check, EFT, wire), schedule early payments for discounts, and ensure adherence to vendor terms

Creditors control: Ensures accounts are opened for each supplier on the system. Verifies the preparation of Electronic Fund Transfer (EFT) batch and release by authorized officials. Verifies that the invoices, purchase orders and delivery notes received for procurement purposes are accurate and represent bona fide goods and/or services supplied to and/or rendered to NTB. Verifies receipt of documents and processes expense invoices and all relevant documents related to Creditors from NTB’s foreign offices. Ensures suppliers/creditors are paid timely and payments are correctly allocated to the correct expense account and budgetary vote allocations. Ensures payments are correctly remitted to the relevant suppliers. Verifies that the captured general expenses invoices or items carried out by subordinates are correct and accurate through review of batches before posting. Verifies that expenses are correctly allocated to the correct accounts and periods. Ensures correct descriptions are captured on the system. Maintains all supplier accounts to ensure invoices are paid timely and prevents penalties and interest charged on NTB accounts and other accounts. Ensures relevant files for invoices, credit notes and journals etc. are kept as required by the policies. Reviews individual creditors reconciliations performed by subordinates. Ensures accuracy and timely preparation of all supplier reconciliations. Takes remedial action in case of deviations and re-allocations of expenses by preparing journals or credit notes for Chief Financial Officer’s authorization. Reconciles the creditors age analysis to the creditors control account monthly and forwards to the Chief Financial Officer for review. Files all reconciliations. Takes remedial action in case of errors and ensures that the same errors are not repeated in future. Verifies translations of all foreign currency denominated transactions and fully recognises all underlying gains and losses. Prepares revaluation journals for foreign creditors accounts for authorization by Head of Department. Reconciles and clears S&T advances in the trial balance. Obtains weekly bank statements. Performs weekly bank reconciliations and forwards to Head of Department for review before due date. Prepares revaluation journals for foreign banks for authorization by Chief Financial Officer. Follows up on items outstanding for more than one month on the bank reconciliation. Ensures that payments are processed by NTB’s banks for payments to clients, third parties, etc. Follows up on long outstanding payments and ensures the reversal of stale cheques. Signs off fuel transaction reconciliation. Takes remedial actions where necessary

Credit card analysist and reconciliations: Verifies that credit card transactions are in line with policies. Accurately records credit card transactions. Acquires full recovery from credit card holders of all expenditure made outside the authorized expenditure parameters as per policies and procedures. Reconciles items on the Bank statement and actual receipts from Credit card holders. Take remedial action where necessary. Prepares monthly report detailing expenditure incurred on company credit cards and where variations are noted, recommends measures of remedy to the Head of Department.

Reporting and monthly/yearly end procedures: Checks that documents are stored and filed safely by subordinates. Provides standard & ad hoc reports as required by colleagues and the Head of Department. Reports on the activities of the accounts receivable section monthly. Maintains accurate creditors accounts and related General Ledger accounts. Revaluates foreign currency denominated GL accounts at each reporting date. Provides auditors with necessary information during auditing process, including supporting evidence and explanations to for transactions processed during the relevant accounting periods. Completes trade payables and asset register month end procedures timeously and as per the stipulated and agreed upon procedures.

Asset register and verification: Ensures new assets are timely and accurately added to the Fixed Asset Register. Ensures the numbering of Assets and that HR receives the list to add it on office inventory list. Reconciles the all-asset accounts to General Ledger accounts monthly and forwards to the Head of Department for review. Processes the monthly depreciation charge for all NTB assets and updates the corresponding GL accounts. Updates the Fixed Asset Register with disposals of assets ensuring that all proceeds are accounted for, banked in full and the relevant profit or loss on the disposal is recognised in the relevant account period and GL account. Performs periodic inspections to check and confirm the existence of all the assets of NTB as detailed on the Fixed Asset Register. Takes remedial action where necessary. 

Vendor Reconciliation: Vendor reconciliation & dispute resolution: Reconcile AP ledger with supplier statements, investigate discrepancies, and respond to vendor inquiries.

Perform and review monthly supplier account reconciliations.

Expense oversight: Review staff reimbursements and travel costs for policy compliance and proper documentation.

Compliance and Control: Enforce segregation of duties, build vendor master integrity, prevent duplicate payments, and support audits. Maintain compliance with VAT, Income Tax, and internal financial controls.

Supervision: Mentor and guide junior finance staff on payable processes.

Reporting: Prepare accounts payable aging reports and assist in month-end close.

Produce aging schedules, accrual posting, DPO and AP turnover reports, and assist in board/finance reporting.

Audit Support: Identify and implement efficiency improvements automation for invoice capture, intelligent matching, approval workflows, and cost savings. Provide supporting documents and address auditor queries

Key Qualifications and Experience Required:

Bachelor’s degree in accounting or finance (NQF Level 7). Advanced Certificate or National Diploma (NQF level 6) in accounting.

Key Experience:

Experience: 4–6 years in finance with at least 2 years in accounts payable and supervisory capacity. 4 years in a similar position, of which at least 2 years should have been in a supervisory capacity

Required skills set:

  • Technical Savvy: Proficiency in ERPs (SAGE, PASTEL, SAP, Oracle, QuickBooks), Excel, and invoice systems.
  • Attention to detail: High accuracy to reduce errors e.g. mis‑coding, duplicate invoices, or payment timing mistakes.
  • Communication & teamwork
  • Vendor coordination: coordinate with procurement, departments requesting invoices, auditors, and suppliers.
  • Resolving discrepancies diplomatically is key.
  • Compliance mindset: Knowledge of accounting standards, tax withholding, payments policy, and audit readiness
