JOB SCOPE

The debt Collection Officer safeguards the organization’s cash flow by pursuing overdue levies and revenue collections are implemented through phone, email, letters, and occasionally field visits and negotiating payment solutions (such as payment plans or settlements). The debt collection officer work under the Consumer Credit Bill and Credit Agreements Act (Namibia), collaborating with finance/legal teams to ensure ethical compliance, minimal bad-debt exposure, and full audit traces.

Main responsibilities & performance areas

Account Monitoring & Prioritization: Regularly review and segment the debt portfolio (by age and size). Escalate legal referrals or write-offs when accounts exceed organizational threshold.

Customer Engagement & Communication: Initiate contact via phone, email, SMS, or field visits with empathetic yet respectful negotiations. Maintain professional conduct in accordance with ethical and legal standards, including Namibia’s upcoming Consumer Credit Bill.

Negotiation & Payment Arrangement: Negotiate realistic repayment terms considering both customer capacity and company policy. Facilitate full-settlement discounts or schedule tailored payment plans where appropriate 

Database & Records Management: Log all debtor interactions, promises-to-pay, reversals, escalations, and litigation referrals in a collections CRM or ERP. Keep a complete history of all communication and payment attempts for audit purposes.

Dispute Resolution & Account Reconciliation: Investigate billing errors, credit balances, chargebacks, or technical disputes, escalating to billing or legal teams as needed. Reconcile billed vs. payments received, adjusting for valid deductions while protecting company interests.

Legal & External Coordination: Hand over delinquent cases to external attorneys or debt tribunals, prepare case files (mandates, historical notes, payment histories, FSICs, etc.) Liaise with repossession or recovery agents for secured debts (e.g. vehicle financing) or with small-claims courts as required. 

Cross-Department Collaboration: Work with credit, operations, and legal teams to update credit limits, improve invoice accuracy, and streamline internal controls. Provide input on credit policy amendments or procedural enhancement

Key Qualifications and Experience Required: 

Diploma or bachelor’s in finance, Business Admin, Commerce, or related field. Advanced Certificate or National Diploma (NQF level 6) in Accounting

Key Experience:

  • 3 years in credit Collections, Credit Control, or internal collections support (ideally in financial services or B2B)
  • Familiarity with Namibia’s Credit Agreements Act 75 of 1980 (and its 2016 amendment) for allowable defaults, court jurisdiction, and charge-off threshold.
  • Adheres to data protection principles (e.g. Privacy Bill, Code of Conduct), maintains discretion

Special Requirements:

  • Proficient in MS Excel and collections software
  • Technical Savvy: Proficiency in ERPs (SAGE, PASTEL, SAP, Oracle, Xero, QuickBooks), Excel, and invoice systems.
  • Attention to detail: High accuracy to reduce errors e.g. mis‑coding, duplicate invoices, or payment timing mistakes.
  • Communication & teamwork
  • Strong negotiation, conflict resolution, empathy, and resilience under pressure; tact and confidentiality
